If we turn them upside-down,
then we have a perfect model of an atom:

two electrons on the first, lowest shell
four on the second shell*
eigth on the highest *

three p orbital with 2 electrons each: together 8 electrons on the second shell

so the small roof in the middle is a wrong level!
But the 9 birds on the two parapets are exactly like in fluorine atom.
