The first observation of the photovoltaic effect (and simultaneously a proof for the existence of mobile negative charge carriers - electrons) was made by H. Hertz (1887). He noticed that the electrometer charged negatively discharges when it is illuminated with an ultraviolet light and if charged positively - it does not discharge.
